Quebec payroll software, with HR self-service in French.
Quebec payroll software has to run two remittance agencies, two tax slips, and four provincial amounts, alongside the CRA and the T4. Workzoom applies Revenu Québec's rules on the same pay run as every other province, and gives employees and managers self-service in French.
Quebec payroll adds a second agency, Revenu Québec beside the CRA.

It adds a second slip, RL-1 beside the T4. Four provincial amounts also apply: QPP, QPIP, CNESST and the health services fund. Workzoom calculates them on the same pay run as the federal amounts. Employee and manager self-service runs in French.

The Quebec layer
What Quebec adds to a pay run.
| Item | What it is | Who receives it | Source | Checked |
|---|---|---|---|---|
| QPP (Quebec Pension Plan) | Replaces CPP for a Quebec employee's retirement contributions. A separate plan, not a provincial top-up of the federal one. | Administered by Retraite Québec; contributions remit through Revenu Québec. | quebec.ca | 2026-09-02 |
| QPIP (Quebec Parental Insurance Plan) | Covers maternity, paternity, parental, and adoption benefits for Quebec workers instead of the parental portion of federal EI, which is why Quebec employees pay a reduced EI rate. | Revenu Québec collects the QPIP premium. | canada.ca | 2026-09-02 |
| CNESST premiums | Employer-paid workers' compensation premium, calculated from Quebec payroll each year to fund the province's occupational health and safety regime. | CNESST. | quebec.ca | 2026-09-02 |
| Health Services Fund (FSS) | A Quebec payroll contribution that helps fund the province's health and social services system, alongside general tax revenue. | Revenu Québec, on behalf of the Fonds des services de santé. | quebec.ca | 2026-09-02 |
| RL-1 slip and RL-1 summary | Quebec's year-end tax slip, filed for every Quebec employee alongside the federal T4, with its own box codes and deadline. | Revenu Québec. | quebec.ca | 2026-09-02 |
| TP-1015.3 source deductions form | Sets the personal tax credit amount an employer uses to calculate provincial source deductions, Quebec's counterpart to the federal TD1. | Employer keeps it on file; Revenu Québec sets the form. | quebec.ca | 2026-09-02 |
| Labour standards contribution | The contribution related to labour standards: a small employer contribution on remuneration, separate from the workers' compensation premium, that finances the administration of the Act respecting labour standards. | Revenu Québec, which collects it for the CNESST. | revenuquebec.ca | 2026-09-02 |
French, specifically
French, where people do their work.
"Full French-language support" has to mean specific things, not a general promise. Workzoom's employee and manager self-service is available in English and French. Ongoing support runs in English and Canadian French, and Workzoom's interface is bilingual, English and French. For a public tender from a Quebec or federally regulated organization, Workzoom prepares bilingual Quebec-French RFP responses, including the questionnaire and capability matrix. What this page does not claim: a French administrator interface, French-language reports, or French payslips. Those are configuration and roadmap questions worth asking us directly, not assumptions this page makes for you.
Separately, the Charter of the French Language sets the employer's own obligation in Quebec, and it is the employer's to meet, not something payroll or HR software satisfies on its own. A business with 25 or more employees in the province for six months must register with the Office québécois de la langue française and complete a francization process, ending in either a certificate or an approved francization program covering workplace communication, employment documents, and job postings.
Employee data
Law 25 and employee data.
Law 25 (formerly Bill 64) is Quebec's private-sector privacy statute, phased in from September 2022 through September 2024. A business needs a designated person responsible for protecting personal information. Before communicating personal information outside Quebec, the business needs a privacy impact assessment showing the destination offers adequate protection. Consent has to be clear, tied to a specific purpose, and requested separately for each use, and personal information carries its own retention, breach-notification, and destruction rules once its purpose is served.
What software has to make possible is different from what the law asks of the employer directly. A data region election, a published subprocessor list, retention and deletion on request, and access logging are what a vendor supplies. The candid part: the privacy impact assessment before an out-of-province transfer is the employer's own to complete; Workzoom supplies the region election and the subprocessor list it needs to do that. Canadian clients elect the AWS Canada (Central) region at onboarding, and Workzoom's subprocessor list, data processing agreement, and privacy policy are published for review. Never described here as "Law 25 compliant" or "Law 25 certified": no software earns either label, because the law is a set of obligations on the business, not a certification a vendor passes.
The multi-province question
Quebec, Ontario, and BC on one payroll.
| Category | Quebec | Ontario | British Columbia |
|---|---|---|---|
| Retirement plan | QPP, administered by Retraite Québec | CPP | CPP |
| Parental insurance | QPIP (RQAP), a separate plan from EI | EI | EI |
| Workers' compensation board | CNESST | WSIB | WorkSafeBC |
| Health levy | Health Services Fund (FSS) | Employer Health Tax (EHT) | BC Employer Health Tax |
| Year-end slip | RL-1, alongside the T4 | T4 | T4 |
The rule underneath all three columns is the same: for payroll purposes, an employee's province of employment sets which tax tables, pension plan, and workers' compensation board apply to them, not where the employer's head office sits. Workzoom applies each province's rules to the employee assigned to it, on one employee record, whether that record sits in Montreal, Toronto, or Vancouver.
The candid part
Where Workzoom stops.
Your team submits the remittance
Workzoom calculates federal and Quebec source deductions on every pay run and schedules the remittance amounts for the CRA and Revenu Québec. Your team reviews the prepared amounts and submits the remittance and payment. Workzoom never files with either agency or moves money on your behalf.
Built for 50 to 5,000 employees
Workzoom fits organizations from 50 to 5,000 employees, and the deepest fit sits between 100 and 900. Below 50 employees a monthly minimum applies. Above 5,000, ask us directly rather than assuming.
No PEO or employer-of-record service
Workzoom is HR, payroll, workforce, and talent software that you run. It is not a professional employer organization or an employer-of-record service, and it does not co-employ your staff or take on employer liability for you.
