The short answer
1.30 percent. That is Quebec's Employment Insurance rate in 2026. Every other province pays 1.63. Quebec workers fund their own parental benefits through QPIP, the Quebec Parental Insurance Plan, administered by Revenu Quebec, at 0.430 percent on insurable earnings. What the plan actually funds.
QPIP stands for the Quebec Parental Insurance Plan. Revenu Quebec administers it. The plan covers maternity, paternity, parental, and adoption leave benefits for workers with insurable employment in Quebec. Any employee earning insurable income in Quebec contributes a premium each pay period. A Quebec worker who takes leave for childbirth or adoption draws QPIP benefits, not federal EI parental benefits. Their employer contributes too, at a separate and higher rate on the same insurable earnings base.
The federal government recognizes the arrangement. Because QPIP handles parental benefits for Quebec workers, Ottawa charges a reduced Employment Insurance rate in Quebec: 1.30 percent, not the 1.63 percent collected everywhere else in Canada. Quebec workers are already funding their own parental coverage through Revenu Quebec. Charging them the full federal rate on top would mean paying twice for the same protection.
The 2026 premium rates.
In 2026, the employee QPIP premium is 0.430 percent on insurable earnings up to the annual maximum. Employers pay at a higher rate on the same base. Both are source deductions, withheld each pay period and remitted to Revenu Quebec.
Two deductions. Two authorities. One Quebec paycheck. QPIP flows to Revenu Quebec. Employment Insurance flows to the Canada Revenue Agency. Both programs run separately, with separate premium structures, and a payroll must account for each on every cycle.
